According to the National Weather Service, Chicago has had only 13.9 inches of snowfall between November 2011 and January 2012. Last winter the city recorded 57.9 inches of snow and 54.2 inches during 2009-10 winter season.

Illinois Governor Pat Quinn signed the Emergency Medical Services Access Act into law Feb. 6, allowing immunity for drug users who call 911 when they are overdosing.
